In today's world, the problem of competition between countries is becoming more acute. That is why, in today's conditions of globalization, when countries compete for competitiveness, innovative development is extremely important, which cannot be achieved without a number of highly effective factors. One component of the comprehensive development of the state is human capital. This category is the key to the growth of not only the economic aspect of the nation, but also social, cultural and spiritual. Human capital ensures the rational and efficient use of available resources in the country. Therefore, each state tries to provide the best possible conditions for the population to work for the public good within the country. However, analyzing the situation in Ukraine, economic security is under threat, as the volume of intellectual migration abroad has increased. That is why this issue is extremely relevant and is the subject of this scientific article.
